More Focus. More Learning. More Together. Board of Trustees Revises Cell Phone Policy to Enhance Learning Environments Across PCSD 25
In an effort to support focused learning environments, build better digital habits, and enhance school safety, the Board of Trustees for Pocatello/Chubbuck School District 25 (PCSD 25) has adopted a new policy regulating the use of personal electronic communication devices during the school day. The policy is effective immediately and applies to all learners across the district’s elementary, middle, and high schools.
“I have appreciated working together with members of our board to come up with a cell phone policy that will work for our district,” said Deanna Judy, Board Chair.
Judy added, “Specifically, I am impressed by my fellow board members, in allowing space and time for public input on this policy before the policy became final.”
The Board’s goal, Judy said, “is to have a more focused and productive learning environment, and decrease the loneliness and depression of our children during school hours.”
Policy Highlights: What Families Need to Know
Beginning in the 2025–26 school year, all personal electronic communication devices—including cell phones, earbuds, smartwatches, tablets, and laptops—must be:
- Turned off
- Out of sight
- Not on the learner’s person during the school day
Additional Guidelines:
- High school learners may use personal devices during lunch only.
- Smartwatches are allowed in elementary and high schools if powered off or in “school mode”. Smartwatches are prohibited in middle schools.
- Learners may store devices in lockers, backpacks, bags, or vehicles.
- Academic exceptions may be made with teacher direction and administrator approval.
- The school day is defined as the period between official start and end times, including passing periods, recess, and assemblies. For activities that take place off-campus when students are normally in school, such as field trips, trip-specific personal electronic device regulations will be established by the trip facilitator.
Why the Change?
This policy stems from both national research and local observation that show:
- Excessive device use during school negatively affects learner focus and academic performance.
- It contributes to increased social and emotional challenges.
- It can pose safety and privacy concerns.
Designed to reinforce academic focus while ensuring families can still communicate with their children when it matters most, Judy emphasized, ”My hope is that this policy will increase face-to-face engagement while still ensuring parents are able to reach their child in the case of an emergency.”
Frequently Asked Questions
Q: Can my child keep their phone in a pocket or sleeve?
A: No. Devices must be off, out of sight, and not on their person. They can be stored in a locker, backpack, or vehicle.
Q: What if there’s an emergency?
A: Learners will always have a way to contact their families in an emergency. If needed, staff may allow a supervised call using the learner’s personal device or a school phone. Families are also encouraged to contact the school’s front office directly at any time.
Q: What about 504 Plans, IEPs, or health needs?
A: These accommodations will not be affected. Families should work with school staff to ensure needs are met.
Q: What happens if the policy is violated?
A:
- The device will be turned in and held until the end of the day.
- A parent/guardian conference is required either by phone or in-person.
- Repeated violations may result in disciplinary consequences.
- Serious violations (e.g., bullying, sexting, threats) may involve law enforcement.
Other Reminders
- No recording or photography is allowed without permission.
- Restrooms and locker rooms are off-limits for any camera or audio use at all times.
- The district is not responsible for lost, stolen, or damaged personal devices.
