PCSD 25 Board Ratifies Negotiated Agreement, Continues Strategic Planning Amid Evolving Budget Challenges

Pocatello/Chubbuck School District 25 has finalized negotiations with the Pocatello Education Association (PEA) for the 2026-2027 school year, with the Board of Trustees recently ratifying the negotiated agreement between the district and the association.

The agreement comes as school districts across Idaho continue navigating significant financial pressures tied to flat state funding, rising operational costs and changing enrollment trends.

District leaders say the ratified agreement reflects a continued commitment to supporting educators and staff while maintaining the district’s long-term financial stability.

Every decision we make begins with our learners and the people who serve them, said Superintendent Douglas Howell. “We are proud to have reached an agreement that reflects our respect for our educators while also recognizing the financial realities facing public education in Idaho.”

Although K-12 education was protected from direct percentage cuts in the state budget, state funding for public schools is expected to remain largely flat next year even as the cost of operating schools continues to rise. Like families and businesses, school districts are paying more for insurance, utilities, fuel, supplies and services — meaning flat funding effectively results in fewer dollars available to support day-to-day operations.

PCSD 25 is also experiencing the impact of gradual enrollment shifts that mirror national and statewide demographic trends. Because a majority of state funding is tied to enrollment, districts must regularly evaluate staffing levels to ensure long-term sustainability.

District officials emphasized that PCSD 25 has approached these challenges thoughtfully and strategically over multiple years.

The district has primarily managed staffing adjustments through attrition and reassignment whenever possible. Leaders say that approach has continued as planning for the 2026-2027 school year moves forward.

“Our priority has been to absorb budget pressure in ways that minimize disruption to classrooms, learners and staff,” Howell said. “We have worked carefully to make adjustments gradually and responsibly while continuing to provide strong educational opportunities across our district.”

The district also plans to strategically utilize a portion of its financial reserves during the upcoming budget cycle to help maintain stability and reduce immediate disruptions. District leaders noted that maintaining prudent reserves has allowed PCSD 25 to navigate periods of revenue uncertainty without dramatic reductions to programs or services.

However, officials caution that financial pressures facing public education are expected to continue.

“School districts across Idaho are being asked to do more with resources that are not keeping pace with rising costs,” Howell said. “We have been able to manage these challenges carefully, but these trends remain an ongoing concern for the future.”

District leaders say those realities reinforce the importance of local community support, including the district’s supplemental levy renewal that will appear before voters in November.

The supplemental levy provides critical local funding that supports staffing, programs, classroom resources, safety measures and day-to-day operations throughout the district. Officials say the levy plays a vital role in helping PCSD 25 maintain educational opportunities for learners while reducing the impact of broader funding pressures.

“Our community’s support has allowed us to continue investing in learners while navigating difficult financial conditions responsibly,” Howell said. “We remain committed to transparency, fiscal stewardship and ensuring every learner continues to have access to the opportunities and support they deserve.”

The Board of Trustees and district leaders say the district will continue focusing on responsible financial stewardship while preserving the strong academic programs, opportunities and support systems families expect from PCSD 25.
